No, not from the Control Panel.





However, you can do it with registry hacks.

Just save the .reg file to your hard drive, double click and add it to registry. I have not tried these, by the way. Good luck.
you can prolly disable it from windows' keyboard layout... which can prolly be found in the control panel...





... although this is prolly more trouble than it's worth.
